ND cattle herd tests negative for TB; quarantine lifted

The cattle herd at the center of a potential tuberculosis outbreak in south
western North Dakota has been found free of the disease and has been
released from quarantine.

"North Dakota's tuberculosis-free status remains in effect, and that is
very good news," agriculture commissioner Doug Goehring said on Friday, 8
May 2009. "Thanks to the efforts of the State Board of Animal Health, state
veterinarian's office, federal officials, and to the cooperation of the
animals' owners, the situation was quickly and efficiently wrapped up."

Dr Susan Keller, the state veterinarian, also expressed her appreciation to
the herd's owners for their assistance in the process. "Without the
cooperation of livestock producers, we cannot eradicate diseases such as
tuberculosis," Keller said. "I want to personally thank these producers for
their willingness to work with our office."

Testing of 2 of the 4 neighboring herds is complete with results on the 3rd
neighboring herd expected this week. Testing of the 4th neighboring herd
will begin this month [May 2009].

Last October [2008], Keller was notified that a cow originating from south
west North Dakota was identified at a Minnesota slaughter facility as a
suspect for tuberculosis. The diagnosis was later confirmed, and a herd
investigation was initiated.

Two whole herd tests have been completed on the herd, and tissues from
suspect animals were forwarded to the National Veterinary Services
Laboratory (NVSL) in Ames, Iowa, for additional testing. All tests by the
NVSL were negative, and the quarantine was lifted Friday, [8 May 2009].

[Although the herd of origin has tested negative, without the other herds
being tested, it may be too early to breathe a sigh of relief. Only time
will tell. Tuberculosis is a slow insidious disease for which there is not
rapid, reliable test available. In order to eradicate this disease
convincingly, there needs to be a rapid, accurate, and reliable test

USDA’s Own Cost Analysis Shows That the National Animal Identification System (NAIS) Will Put Small Farmers Out of Business

FALLS CHURCH, Va.--(EON: Enhanced Online News)--The Farm-to-Consumer Legal Defense Foundation said today that a cost/benefit study commissioned by United States Department of Agriculture (USDA) proves that the costs for small farmers to implement the National Animal Identification System (NAIS) could put many of them out of business.

“The government’s own numbers show that a small farmer will pay at least twice and in some cases nearly three times the costs per animal to participate in NAIS as will the operators of the large confined animal feeding operations (CAFO),” said acting Fund president Pete Kennedy.

The costs for animal identification quoted in the study called “The Benefit-Cost Analysis of the National Animal Identification System,” which was released April 29, range from $2.48 per animal for CAFOs with more than 5,000 cattle to $7.17 per animal for producers with less than 50 and who do not currently tag their cattle.

“Not only does the difference illustrate how unfair NAIS will be,” Kennedy says, “we think the numbers themselves are substantially underestimated, which will further burden the small farmers to the point of making their way of life untenable.”

Kennedy also pointed to the study’s unreasonably low estimate of what it would cost a small farmer to hire someone to read the tags since many of them will not be able to afford to purchase the thousand-dollar-plus electronic tag reading equipment.

“The government’s time and labor costs for custom tag reading for animal identification are not grounded in reality,” Kennedy said. “For instance, the study estimates that a small farmer could hire a third party to travel to his farm to do it for only $1.87 per animal. That estimate seems ridiculously low, especially for farms and ranches located in remote areas.”

Fund board member Taaron G. Meikle said that the unrealistic and misleading cost assumptions together with USDA’s own statement about the major benefits of NAIS are further evidence that the animal identification program is being implemented to benefit CAFOs at the expense of the small farmer.

Meikle pointed to a fact sheet published by the USDA’s Animal & Plant Health Inspection Service (APHIS) Veterinary Services that lists “key points” from the study. “The first one speaks to the timely recovery of export markets after a disease outbreak and the second says that traceability is necessary to participate in the global marketplace,” she said. “Neither of these matter to a small farmer who sells his beef to his neighbors on his farm or at a farmers’ market.”

Meikle reiterated the Fund’s position that implementing NAIS will do little if anything to improve animal health or food safety in the United States. “Most animal health problems are the result of the high-density CAFOs that concentrate thousands of animals in one location, while food safety problems begin at the slaughterhouse where NAIS traceability ends,” she said.

“By implementing NAIS—which requires small farmers and ranchers to track each animal individually while allowing CAFOs to track all animals under one blanket Group Identification Number—the USDA would be rewarding factory farms whose practices encourage disease while crippling small farms and the local food movement in the name of increased international sales.”

Meikle also noted that the Fund intends to have a presence at the upcoming listening tour on NAIS that the USDA plans to conduct in seven cities beginning May 15. “The USDA is positioning these hearings as a forum to discuss ‘stakeholder concerns’ about NAIS, when the hearings should be focused on whether or not it is needed at all, and we intend to make sure the voices of small farmers are heard.”

The Fund last year filed suit in the U.S. District Court – District of Columbia against the USDA and the Michigan Department of Agriculture (MDA) to stop the implementation of NAIS.

The MDA has implemented the first two stages of NAIS – property registration and animal identification – for all cattle and farmers across the state under the guise of its bovine tuberculosis disease control program. MDA’s implementation of the first two steps of NAIS was required in exchange for a grant of money from the USDA.

The Fund’s suit asks the court to issue an injunction to stop the implementation of NAIS at both the State and Federal levels by any State or Federal agency. If successful, the suit would halt the program nationwide.

Vet says ND cattle losses pegged at more than 80 000

A North Dakota State University (NDSU) Extension Service veterinarian says
about 80 000 cattle [are] likely [to] have been lost to a harsh winter and
spring flooding. NDSU Extension veterinarian Charlie Stoltenow says it will
take time to tally the numbers and for cattle herds to recover.

Stoltenow says the threat of anthrax among livestock also is an issue. He
says flood waters helped distribute anthrax spores to new areas of the state.

[Welcome to Louisiana after Katrina and Rita! It is going to be rough for
the North Dakotan ranchers to get their herds back up to their previous
stocking numbers. As for the anthrax risk this has been in the books since
the winter flooding of the eastern half of the state, adjoining NW
Minnesota and SE Manitoba. Charlie Stoltenow has already initiated some
regional activities in collaboration with the adjoining states and
provinces. This is to have unified anthrax recommendations for preventive
vaccination, monitoring and surveillance, sample collection, vaccination
during an anthrax outbreak, quarantine, and carcass disposal. In all
something for which we (plural) have been collectively striving for some
time. In parallel the US Navy has generously provided free ELISA field
testing kits to the Canadian Food Inspection Agency (CFIA Canada) and the
border prairie states; CFIA has theirs already, Montana got hers last week
and the rest will get theirs as soon as they can be packed and sent off. 1
square kilometer niche prediction maps of the region are in hand. It is
going to be an interesting summer and I am sure we will all learn much by

USDA provides $253 million in emergency loan funds for NE Colorado farmers

TheU.S. Department of Agriculture is providing $253 million in emergency loan funding to help about 2,500 Northeastern Colorado farm families whose livelihoods have been jeopardized by the collapse of the Greeley-based New Frontier Bank, congressional officials announced today.

The USDA loan fund fills part of an estimated $700 million shortfall in farm capital caused by the failure of New Frontier, which was the dominant agriculture-focused bank in the region, said Ben Marter, a spokesman for Rep. Betsy Markey, D-Fort Collins.

Agriculture Secretary Tom Vilsack ordered the transfer of unused agricultural loan money to two funds for use by Northeastern Colorado farmers -- $110 million for direct operating loan funds and $143 million for unsubsidized guaranteed operating loan funds. He announced his decision in a letter today to Markey and Sens. Mark Udall and Michael Bennet.


“This announcement comes at a critical time for farmers and ranchers in Northern Colorado,” Markey said. “This move will help ensure that both loan programs are available to qualified farmers who urgently need the funds for spring plantings, farmhands and cow feed."


Bennet said the additional funding could mean the difference between success and failure for many farmers who had relied on New Frontier.


“The Farm Service Agency’s credit programs can help farmers stay in business, provide for their families and make it through these uncertain economic times. The funds transfer is a step in the right direction and we will continue to provide as much support as we can to help our farmers,” he said.


Udall echoed the importance of the money: "This assistance is going to be a real lifeline for farmers to help them get through tough economic times that have been made even tougher because of low commodity prices."


In a joint statement, Markey, Udall and Bennet said approximately 1,900 family farmers will be helped with direct operating loan assistance and 620 family farmers with guaranteed operating loan funds.


Details on how farmers can access the funds will be provided when Vilsack visits Brush on Monday, Marter said. The agriculture secretary will be joined by Markey, Bennet and Gov. Bill Ritter.


The meeting will be from 9:30 to 11 a.m. at the Morgan County Fairgrounds 4-H building in Brush

An unexpected side effect of climate change is the reemergence of
anthrax in rural areas, as flood waters uncover long buried spores,
New South Wales (NSW) researchers have suggested.

The 1st major outbreak of anthrax in cattle in the Hunter Valley
[NSW] in almost 70 years occurred in late 2007, they note in the
journal Emerging Infectious Diseases (15:5:840-42), this month [May
2009]. Initially, the outbreak in which 53 cattle died on 11
properties was blamed on waterborne dispersal of anthrax, but this
was ruled out when cases were found to spread upstream and to
properties without contiguous streams.

Now epidemiologists are pointing the finger at a "1-in-100-year rain
event" in June 2007, when the drought-ravaged area experienced
rainfall of 259 mm in 3 days, flooding which removed topsoil and
unearthed anthrax spores, washing them into streams and gullies.

They say the resurgence of anthrax underlines the decades-long
durability of the spores, which are resistant to biological extremes
of heat, cold and desiccation. Their experience is a timely reminder
that public health authorities should be on high alert for possible
anthrax when unexpected livestock deaths follow flooding in areas
where anthrax has historically occurred.

Anthrax was introduced into Australia in 1847 near Sydney, New South
Wales and spread along stock routes throughout New South Wales and
southern Queensland. Anthrax was considered endemic to the Hunter
Valley, New South Wales during the 1890s. The last recorded
anthrax-related stock losses there occurred on 3 properties in the
Upper Hunter Valley in 1939. During the past 4 decades, anthrax has
become uncommon in Australia. Clinical cases are seen only
sporadically in sheep, cattle, and (rarely) horses. Annually, 6-12
properties are affected in unrelated incidents; where cattle are
involved, generally only 1-3 animals per property are affected.
Anthrax is confined almost exclusively to a belt running through the
center of New South Wales.

From 14 Dec 2007, through 3 Jan 2008, a total of 53 cattle (_Bos
taurus_) with peracute anthrax and one horse died on 11 properties in
the Rouchel area, 20 km east of Aberdeen in the Hunter Valley and 350
km from the anthrax belt [The figure is worth accessing as it shows
the Rouchel location well to the east of the traditional NSW anthrax
belt. - Mod.MHJ]. The area is hilly, rising to 550 meters, with
alluvial soils alongside a stream and rocky basaltic and sandy soils
on the slopes. Most properties feature gullies that flow
intermittently after rain. The affected properties covered 60 square km.

The animals that died in this area were of all ages. Anthrax was not
suspected because of a long history of no local activity, but
_Bacillus anthracis_ was initially confirmed by microscopy of blood
smears and subsequently by PCR of blood or other carcass fluid smear
scrapings taken when animals were decomposed and microscopy was
unreliable (4). Dates of discovery of the index case on each property
ranged from 14-29 Dec 2007; 1-26 deaths (median 2) occurred per
property. Property attack rates varied from 0.9 percent (1/110
cattle) to 10.7 percent (3/28 cattle). All stock on infected and 24
neighboring properties were vaccinated in late December 2007;
carcasses were burned to ash; movement control, including quarantine,
was implemented; and all subsequent stock deaths in the area were
investigated to rule out anthrax. One subsequent case occurred when
an unvaccinated bull was introduced onto an infected property in late May 2008.

Detailed record review excluded importation of infected feed from
known anthrax-endemic areas before the outbreak, and no deaths
occurred in stock introduced from these areas during the previous
month. Many of the animals died near streams, and waterborne spore
dispersal with infection was initially hypothesized. However, the
temporal pattern of properties affected, with downstream properties
affected before upstream properties, the fact that properties without
contiguous streams were affected, and the dilution effect of rapidly
flowing streams argued against this transmission route. Because they
are septicemic, terminally ill animals with anthrax often seek water.

The mysterious contemporaneous reemergence of anthrax in this area is
unlikely to be explained by mechanical vector-borne transmission,
because only one animal had eye damage, suggesting a crow attack.
There was no additional evidence of scavenger attack. No tabanid
species (biting) flies were seen on any carcass, and the small number
of carcasses and relatively large distances between some properties
made mechanical transmission with ocular inoculation by non-biting
flies unlikely.

Both the remarkable survival capability of anthrax spores and a
1-in-100-year rain event probably contributed to the
near-simultaneous reemergence of anthrax on multiple properties in
this area. Anthrax spores are resistant to biological extremes of
heat, cold, pH, desiccation, chemicals, and irradiation, persisting
in this state for decades awaiting conditions that favor germination
and multiplication (6). In June 2007, drought-ravaged Hunter Valley
experienced intense flooding; most rain fell in just 3 days (259 mm
in the Aberdeen area, compared with the previous 3-year June average
of 43 mm), and massive amounts of topsoil washed into gullies and
streams. During late 2007, rainfall also was excessive: 132 mm and
129 mm in November and December 2007, respectively, compared with the
3-year average of 87 mm and 65 mm.

The June floods are likely to have unearthed anthrax spores in the
area. The question remains whether these spores had been present for
more than 6 decades, concentrating in depressions that collected
water and dead vegetation, potentially providing a milieu for
germination and multiplication (i.e., incubator areas), a mechanism
that has been implicated in wildlife epidemics of anthrax.
Alternatively, low-grade sporadic infection may have been ongoing
since the 1940s, and infrequent stock mortality may not have been
investigated for anthrax because of a low local index of suspicion,
resulting in environmental contamination The extreme weather
conditions in the area may have unearthed spores from undiagnosed
carcasses, providing simultaneous exposures on multiple properties.

We are currently unable to resolve this epidemiologic conundrum.
However, our experience is a timely reminder that veterinary public
health authorities should be on high alert for possible anthrax when
unexpected livestock deaths follow flooding in areas where anthrax
has historically occurred.

[This set of outbreaks characterizes 2 old problems: [1] If the
outbreaks follow heavy rains, erosion, and flooding, how do the
spores maintain a sufficient concentration to trigger new cases; and
[2] how does one explain outbreaks in an area where the disease has
not been recorded previously. Frankly, there are no easy answers
except that both situations occur and sometimes together, as in this
instance. Soil multiplication of _B. anthracis_ is now regarded as
being, at best, unlikely and epidemiologically meaningless if it
occurs. Spore survival can explain essentially all such events. The
situation of "unobserved cases" is best exemplified by last year's
[2008] bison outbreak in southwest Montana, where sporadic deaths had
for decades been put down to hemlock poisoning. Seemingly random
single livestock and wildlife deaths rarely trigger the suspicion
that they might be anthrax when anaerobic clostridial causes are much
more common.
